If your guns have barrels with blocked / covered ends i.e. there is no flame from the end of the barrel when the gun is fired, then the answer is no you do not need a Firearms Licence and UK Athletics need not be involved.
If the barrel of the gun is open i.e. a flame can be seen from the end of the barrel when the gun is fired, then most definatley a Firearms License is required and UK Athletics could be supportive in any application you have to make for a license. Before we get into detail of what UK Athletics could offer under these circumstances perhaps you could confirm if the guns in question have or have not open ended barrels.
In general, guns of whatever type are dangerious and place a heavy responsibility on the person handling them. They must be treated with knowledge and care at all times. In this respect UK Athletics can be of assistance in being able to offer training and guidence in, storage, handling, usage and maintenance. The guns should also feature in the schools Health and Safety / Risk Assessment documents. Forgive me if I am going over areas of which you already have an awareness.
